The Fantasy HR Department Continued

Now, remember, this is a fantasy.

I would split off the Benefits part and give it to the Controller.  I know that this is a controversial move, but we should no longer spend so much of our energy on this no-win area.  In fact, one reason for our less than stellar image derives from the fact that we cannot solve the “what have you done for us lately? issue. We will want to keep dotted line responsibility, however, to guide the company as to the philisophical and ethical issues.

I would also attempt at sending the Company Event responsibility to the Communications department if there is one.   Next best would be delegating the event planning around the company.  I worked for one organization that did this quite effectively.  

I would then divide the Human Resources Department into three sections: Management Consultation, Employee Services and Administration.

Management Consultation would include: (1) Management and Leadership Development, (2) Performance Management, (3) Staffing, and (4) Organizational and Team Facilitation

Employee Services would provide consultation and assistance to all employees

Administration would cover HR systems and other adminstrative tasks plus Compensation.

80% of the focus would be on Management Consultation because we believe in our Vision and Mission.  We know that if our Management Team is the best that they can be, everything else will fall into place.  Employee relations issues will be minimal, our employees will be performing to the max and life will be good.
